«The court concluded that the Migration Department in its decision provided a detailed, exhaustive, and clear presentation of the significant factual circumstances, specified specific laws and regulations, and reasonably applied them to the applicant. The legal and factual grounds for such a decision are clear. The fact that the plaintiff disagrees with the legal assessment of the MD does not mean that the decision is unlawful.»
